effective change of url (or removal of site)

I've established that the site cannot be removed and that's confirmed by a thread in the solved board. I found a section in the control panel that supposedly lets you change the name and url of the site.

The site has served its purpose, so I duly entered the changes only to find that, although the new name was displayed and the new url showed up in a link at the bottom of the index page, loading the new url presented me with a screen to create a new account. That's fine. I did that.

Now I have two forums! Changing the url in the control panel did not dispose of the old url. So, I've changed the original url back and given the old site a different name again. So, I have deleted all boards and the logo and changed the site name of the old forum. It's going to sit there unloved forever. And I have a new site which I may use for something else one day. I can't imagine why you want this sort of situation to occur.
