Old Attachments Gone, no way to post new attachments

I ran a query for videos,images should be enabled for all users now.

No idea on attachments however, still.

I changed the attachment limit to 70000KB, then changed it back to unlimited. It didn't seem to help, there is still no button to upload attachments.

It does look like an attachment button momentarily appears sometimes, then disappears. Old attachments still seem unavailable.

It is also impossible to upload new avatars.
When a user or administrator attempts to change their avatar, they receive the message
"The file upload failed. Please choose a valid file and try again."

This applies to both JPG and GIF at least, which are the file types users are most likely to use.
