Old Attachments Gone, no way to post new attachments

Old attachments are now gone, and it seems there is no longer a link to upload new attachments when posting a thread.

I would check permissions everywhere. There is a bunch of new permissions in MyBB
Check usergroup permissions
check each forum permissions

I attempted to add new permissions for the Administrators, and I received this notice:

MyBB has experienced an internal SQL error and cannot continue.

Did you check the forum level permissions?

I checked, permissions are set.
Additionally, for old attachments some are listed as orphans under Find Orphaned attachments.

Still no button available to add new attachments when posting.

Besides the attachments not appearing, I do have one technical problem: how do I mass apply the Thread View Options permissions to every single user?
I need to apply
  Display images in posts
  Display videos in posts

These options, for some reason, are only displayed on individual option pages for each user.

This isn't enough to fix the attachment problem, but it will make linked videos and pictures visible.
