Haven't been able to figure out the issue on your board yet.
Tested on two test mybb4 boards a new site and old site works ok.
Tested with adding custom report reasons.
Have this as report method on my test boards
Reported Content Notification Method
Please select from the list how you would like moderators to be notified when content is reported. Note: Moderators are only notified for posts in forums they moderate or all content if they are a super moderator.
Shown in the Mod CP only
