ACP - > Forums & Posts
Find the forum you want to use HTML in then click options to edit the forum. Scroll down the page, Under Miscellaneous Options, the first option is to enable HTML in posts.

Yes, I checked that box on all our forums from the get go as I thought that may be the answer but it won't work.
So, what is going on is if a poster wants to list a link to twitter that works fine. But, the embedded twitter will not show up.

Won't work here but is on my site. THANKS, drop down on the tweet you want and copy embed. Go to reply and select the talking bubble next to PHP and insert.

Yeah wish it was easier. twitter has some limits on embeds otherwise I would do it automatically.
