Thread Announcement On All Forums

Would it be possible if someone could make a plugin which allows you to post a thread and make it an annoucement on all the boards. Say if you wanted to create some forums rules, you can't really post up the thread so that it appears on all the boards.

Just use the announcements setting in the Admin CP and set the option to "all forums".
