Report/flag posts not working

Hello,
I've tried to solve this but to no avail.   No members can report or flag an inappropriate post.  It just won't work and the message is this function does not work or cannot be reported so please contact moderator.  I tried to also create a new report reason and add it to the list of report reasons listed like inappropriate, etc but that would not work either.

You shouldn't.
When you click report a post. Does the dropdown under report reason have options?

It does have the options.  I tried to add options but they will not show up when I save them and go test the report feature.  Stays the same with the same message.

checking back as the report feature will not report anything to moderator board,    

 and instead lists a message that this cannot be reported or the post does not exist.   Contact moderator.

Tested on two test mybb4 boards a new site and old site works ok.
Tested with adding custom report reasons.

Please select from the list how you would like moderators to be notified when content is reported. Note: Moderators are only notified for posts in forums they moderate or all content if they are a super moderator.
