Hi I made a forum http://dxwweforum.createmybb.com/ and I want to know how to open it to the public so I can have the Topics. And how do you name the topics like News, Off Topic??

Admin CP > Forum Management > Manage Forums

Here you can edit the existing "Test Forum" and add new ones.
