Under the users profile, there are stars and a reputation number.

I know how they can increase their reputation, but how do they get more stars?

I am sure I used to know this, but I've forgotten

Stars are dependent on the number of posts a user has made. You can change the post counts and user titles under Users and Groups>User Titles.
