I can't find "Page Manager" at Configuration. I think after the outage it just lost on the list. 
I tried to uninstall/inactivate and turn it on again still doesn't make it pop at the list.

Can someone help me?

Not much help I'm afraid but I use Page Manager and mine is still there (between Report Reasons and Announcements) so it's not a general problem.

Can't find mine.

I cleared your cache see if that helps
