Registration is Blocked

Where do I find the settings to UnBlock registration to my forum?
I don't know how or when it got blocked but no one can register.
Trying to gets a message saying I turned it off but I did not.

Sorry I coulnd't get back here sooner. my mac mini bit it, then my ISP's modem went bad.
I'm back on line but the issue with the forum persists.
Until I can fix this no one can join
